428 CJs were stock with non adjustables. It depends on what cam and lifters you are going to run.
AntiPump-up hydraulics? You'll need adjustable rockers.
Rhoads lifters? Adjustables.
Solid Lifters? Adjustables.
Regular Hydraulics with a mild cam? Non Adjustables.
